in 1986, Tierra Properties offers clients a full-service real
estate company with a personal touch. We provide residential and
commercial real estate service throughout the greater Los
Angeles area. Our policy of treating each client as if he or she
were our only client has allowed us to develop many mutually
beneficial long-term professional relationships.
Through our affiliate RST
& Associates, we offer full-service management of
properties from single family homes to apartments to commercial
and industrial real estate. We have a State-certified MAI
(Member Appraisal Institute) appraiser on staff. Property tax
audits and re-evaluations are also available. Because of our
close involvement with the state and local political situation
through the Apartment Association of Greater Los Angeles and the
California Association of Realtors, we are able to advise
clients regarding current and upcoming legislation that may
affect their investment.

For
over two decades, Tierra Properties founder and real estate
broker Irma Vargas has taken leadership roles in the Los Angeles
real estate community. Since 1990, she has been Director of the
Apartment Association of Greater Los Angeles (AAGLA), an
organization for which she was President in 1996-1997. Irma has
served as State Director of the California Association of
Realtors since 1988. She is President Elect of the Beverly Hills
Greater Los Angeles Association of Realtors and Past President
of the Santa Monica Board of Realtors. In addition, she is a
member of the Santa Monica and West Los Angeles Chambers of
Commerce. Irma specializes in Westside residential and greater
Los Angeles income properties.
In 1980, Irma, Scott
Tucker, and Yolanda Tucker founded RST
& Associates, an organization that provides quality
management services for owners of income property. Today, RST
manages more than 130 buildings in areas including the Westside,
the Mid-Wilshire area, the San Fernando Valley, Glendale, the
San Gabriel Valley, Pasadena, and north San Diego.
From 1989 to 1994, Irma was
Director of the Santa Monica Chamber of Commerce, and from 1993
to present she has been Personnel Commissioner for the City of
Santa Monica. She is a graduate of Loyola-Marymount University,
where she majored in business with emphasis in accounting, and
is married, with two children.
Deke
Keasbey has been a commercial real estate broker for the Los
Angeles area for more than two decades. He specializes in
commercial real estate in greater Los Angeles, with an emphasis
on apartment properties. He is well known in the Los Angeles
area for his ongoing, in-depth research and writings on
real estate investment market trends. Since 1991 Deke's
commentaries on the Los Angeles income property market have
appeared as a regular feature in "Apartment Age," the
official magazine of the Apartment Association of Greater
Los Angeles (AAGLA).
Deke is a
graduate of the University of Southern California, with studies
in Urban Anthropology and Urban Planning and Demographics. He is
a member of the California Association of Realtors, the Beverly
Hills Greater Los Angeles Association of Realtors, AAGLA, Sons
of the American Revolution, The Westerners, and the Historical
Society of Southern California. His membership in the
latter reflects his interest in California history and the
development of the West. Other interests include reading,
hiking, skiing, karate, and travel.
With
over 35 years’ experience in Assessment Appeals, John Philbin
is thoroughly acquainted, not only with Assessment Appeals
systems and procedures, but also with the personnel involved in
the Los Angeles County Assessor’s office. For the past 15
years John has represented property owners in appeals for
property tax reductions. His previous experience as a Los
Angeles County Deputy Assessor is clearly an asset in this
process. His appeals testimony has run the gamut of properties
– commercial, industrial, residential, and special use; from
multimillion dollar high-rise office buildings to single-family
residences.
John also provides professional real estate
appraisal services for commercial, industrial, and residential
properties. He holds the highest level of appraisal licensing:
Certified General Real Estate Appraiser for California (CGREA
#AGO11043), as well as Certified General Appraiser for Nevada (CGA
#02180). He has in-depth experience as an expert witness,
arbitrator, and real estate consultant.
A graduate of UC Berkeley, John has traveled
extensively, with emphasis on Germany and Mexico, and speaks
fluent German and Spanish, as well as his native English. He is
a Professor in Real Estate Appraisal at Vilnius Technical
University, Vilnius, Lithuania. In Southern California, he is a
certified Real Estate Instructor with the California Community
Colleges. In this capacity, he has taught real estate appraisal
and real estate finance at such schools as West Los Angeles
College, the Santa Monica College Consortium, and Los Angeles
Trade-Technical College.
John is a senior member of the International
Organization of Real Estate Appraisers; a member of the
International Association of Assessing Officers; an Associate
Appraiser with the Society of Governmental Appraisers, and a
licensed California broker. His interests include travel and
languages.
Previous experience
as a loan representative for various lenders has given Lynn
Rivera an in-depth understanding of the requirements of lending
organizations from their perspective. Consequently, as previous
clients will attest, she is able to provide everything the
lender needs to qualify a buyer in the shortest possible span of
time. In this regard, her expertise includes delivery of
complete loan packages and 1003 supplemental loan application
pages.
In addition to
being Tierra Properties' home mortgage authority, Lynn is also a
real estate broker specializing in residential income properties
and homes. She has 14 years' experience in mortgages, real
estate, and real estate tax law. The latter allows her to help
her residential income clients plan for property depreciation
and tax shelters.
Lynn is married,
with two sons and three grandchildren. A music lover, she plays
piano, enjoys yoga, and wants to learn Tai Chi. Her favorite
things: thunderstorms and the ocean at high tide.
